I think ( don't quote me ) that it has something to do with your " action " and how you play in a match and if your willing to put yourself in harms way. It also has a lot to do with the fact that , if your on the ground you see a lot more and can do a lot more as opposed to camping in one spot all match. You don't get to destroy any equipment or hack or blow up anything so your pretty limited. Take this from a sniper.

All by sniper shots and I wasn't camping. I'M A SNIPER and plan on being one of the best and TANK DRIVER as well. It's what I do.
